Reg Pengelly is the Independent Chair of both the Local Safeguarding Children Board and the Safeguarding Adults Board for Bath and North-East Somerset.

He was a senior police detective and a staff officer at the Home Office of Her Majesty's Inspectorate of Constabulary (HMIC). He represented HMIC at the Victoria Climbie Inquiry and led the police team that participated in the first joint Cheif Inspector's National Inspection of Safeguarding Children. In 2003 he became the National Police Advisor on Child Protection and went on to help write national guidance on the investigation of child abuse, domestic violence and harassment. In 2004 he joined the National Health Service and was the Associate Director responsible for safeguarding adults and children across Dorset, Bournemouth and Poole. He holds a number of management qualifications including a Masters Degree in Business Administration from the Henley Management College.
